First distinguish three quantities

Minimum volume, minimum invoice and small-load fee
These terms are not interchangeable. Ask which one the offer uses and whether more than one legitimately applies.

Only when the supplier specifies a simple volume minimum, without another rounding rule, is billable volume the greater of the requested volume and that minimum. A minimum invoice needs its own written calculation.

Both hypothetical offers below cover the same specified mix, address, delivery window and access scope. They use a 1.32 m3 request. Supplier A bills at least 2.00 m3; Supplier B bills 1.32 m3. These are not current supplier prices.

A's material line is 2.00 x 4,500 = PHP 9,000. B's is 1.32 x 5,250 = PHP 6,930. Adding the stated delivery and access amounts gives PHP 10,500 and PHP 8,930: B is PHP 1,570 lower before tax confirmation. This is not a final comparison of tax-inclusive payable totals. Any unresolved compulsory fee also keeps the comparison provisional.
For A, confirm whether 2.00 m3 is only a billing minimum or the load that will arrive. If extra concrete will arrive, agree where it can go and any return or disposal terms before dispatch. Paying for extra volume does not make it useful or give permission to change the design.

Use the supplier's written tax treatment and amounts. If a rate includes tax, do not add that tax again. If a total already includes delivery, do not add a separate delivery allowance. Ask whether tax applies to specific fees; do not apply an assumed percentage to an ambiguous subtotal.

Cement bought with separate sand and gravel needs a specified mix and separate material, mixer, transport and labor costs. A cement sack does not yield a fixed amount of finished concrete by itself. Factory-premixed dry concrete is a different product, with yield stated by its manufacturer.
